With further reference to the attached papers
I beg to report that since the report, dated 22nd March 1915, wae submitted, careful enquiries have been made, by detective officers, at all drug-manudacturers, whole- Bale-druggists, wholesale-chemiets etc. in London, with a view to ascertain if Duncan is buying morphia or other drugs in London, but no information can be obtained that he is doing so.
This exhaustive enquiry would have been effi- cacious if Duncan were now engaged in purchasing morphia or other drugs in London, and it would appear that he has discontinued his illicit trade of smuggling morphia from London to Hong Kong, probably through the added difficulties in obtaining it owing to the prohibition of ita exportation during the war, and the stricter sur- veillance over all goods now exported.
After our preceding report (dated 22nd. ult.) reached the Home Office, the warrant of the Secretary of State was issued for the Post Office authorities to open Duncan's letters. By this means, it has been discovered that he is now residing at No.6 (instead of No. 61, as stated in the letter from the Governor of Hong Kong) Cavendish Road, Brondesbury, London, and three letters addressed to him there have been intercepted by the Post Office authorities who have permitted me to see them in accordance with the directions in the warrant, after which they were delivered in the usual manner, As police re- frained from making any direct enquiry respecting Duncan,
